    Topic:  Construction Codes Revision Update & Parking Structures Requirements

    Description:  

    • Provide an update on the status of changes to the NYC Construction Codes
    • Discuss proposed changes related to changes in the International Code Council (ICC) International Building Code
    • Review proposed changes to concrete design and construction requirements and the ACI 318 standard
    • Review proposed requirements for NYC periodic parking structure inspections

     

    Speakers:

    Jill Hrubecky serves as the Executive Engineer for the NYC Department of Buildings’ (DOB) Investigative Engineering Services (IES) unit – DOB’s engineering response and audit unit. IES supports all DOB portfolios, manages special initiatives like compromised structures, and aids the Technical Affairs unit in Code and Rule revisions. IES encompasses the following units: Concrete Enforcement, Forensic Engineering, Local Law & Façades, Retaining Wall, and Structurally Compromised Buildings.
    In her role, Jill provides technical expertise and aids in managing a team of 60 design professionals, inspectors and administrative support staff. She works to further the DOB’s efforts to create a culture of safety on construction sites and enforce laws to protect all New York City residents, workers, and visitors.
    Previously, Jill was a Principal Engineer with the Forensic Engineering Unit where she provided engineering competence for incidents, accidents, collapses, fires, weather events and building related fatalities. Prior to joining DOB, Jill was an Associate at Gilsanz Murray Steficek LLP Engineers and Architects, where she worked for 14 years.
    Jill is a licensed professional engineer in the states of New York and California. She has a Bachelor of Science degree in Civil Engineering from Cornell University and a Master of Public Administration from New York University.

    Constadino (affectionately known as Gus) Sirakis, Professional Engineer joined the New York City Department of Buildings (DOB) in 2006 and currently serves as the First Deputy Commissioner of the Department. His work spans several decades of improving construction standards and ensuring compliance to the Building Code.  At the start of his professional career, Gus worked as a structural engineer and project manager at several architectural and engineering consultation firms, designing, inspecting and overseeing various projects including sports stadiums and high‐rise buildings, both here and abroad. At the Department, he established the Concrete Enforcement Unit for regulation of concrete testing laboratories, visiting active construction sites to analyze concrete construction practices from formwork to site‐safety protocols. In addition, he led the first revision cycle of the 2008 NYC Construction Codes to update the Structural and Special Inspection requirements for new technology, materials and national standards in what became the 2014 NYC Construction Codes. Respected by colleagues and clients alike, Gus is the recipient of multiple awards and has served with distinction on the International Code Council since 2007. Constadino (Gus) Sirakis is a licensed Professional Engineer in the State of New York and holds a Bachelor of Science degree in Civil Engineering from Polytechnic University in Brooklyn, NY (1997).
